Design Mix Solutions (DMS) is a Florida-based construction services firm providing Construction Materials Testing (CMT) and Contractor Quality Control (CQC) support for infrastructure and transportation projects.
Design Mix Solutions was established in response to a growing need for reliable, consistent construction materials testing and quality control support on infrastructure projects. Built on extensive field and quality management experience, DMS was formed to deliver dependable testing, accurate documentation, and responsive field support that integrates seamlessly into active construction environments.
DMS supports contractors, agencies, and project teams by delivering specification-driven testing and quality support aligned with project requirements, applicable standards, and regulatory guidelines. Our work focuses on supporting safe, durable, and high-performing infrastructure.

Owner & CEO
Steven serves as Owner and CEO of DMS, where he leads company operations and oversees the delivery of construction materials testing and quality control services for infrastructure and transportation projects.
With more than 20 years of experience in construction materials testing, inspection, and quality management, Steven has supported a wide range of FDOT roadway, bridge, and expressway projects throughout Florida.
Steven’s background includes senior QA/QC and field leadership roles, managing earthwork, concrete, aggregate, and deep foundation testing programs while coordinating closely with contractors, inspectors, and agency representatives.
He is recognized for his practical understanding of field operations, specification compliance, and the critical role quality plays in successful project delivery.
Based in Northeast Florida, Steven is focused on ensuring DMS provides reliable, compliant, and consistent support across every project it serves.

Michelle serves as Vice President of DMS, supporting company operations with a strong foundation in field-based construction materials testing and contractor quality control.
She brings several years of hands-on experience working on FDOT roadway and bridge projects, with direct involvement in earthwork, concrete, and structural testing activities.
Michelle’s experience includes supporting embankments, stabilized subgrade, limerock base, pipe backfill, MSE walls, bridge decks, drilled shafts, and miscellaneous concrete placements, as well as batch plant inspections and vibration monitoring.
Her practical field knowledge and attention to documentation and compliance help ensure testing activities are performed accurately and in alignment with project requirements.

Where certifications or accreditations are required, DMS works in coordination with its affiliated sister company, LanDesign Engineering (LDE), which holds the relevant licenses and certifications supporting these services.
LanDesign Engineering maintains certifications and compliance credentials aligned with public-sector and infrastructure project requirements.
Where laboratory accreditations are required, testing services are performed through partnering accredited laboratories operating under the appropriate AASHTO, ASTM, CMEC, USACE, and project-specific standards.
This delivery model allows DMS to support certified and accredited testing services while maintaining transparency, compliance, and flexibility to meet project needs.
