Steven serves as Owner and CEO of DMS, where he leads company operations and oversees the delivery of construction materials testing and quality control services for infrastructure and transportation projects.
With more than 20 years of experience in construction materials testing, inspection, and quality management, Steven has supported a wide range of FDOT roadway, bridge, and expressway projects throughout Florida.
Steven’s background includes senior QA/QC and field leadership roles, managing earthwork, concrete, aggregate, and deep foundation testing programs while coordinating closely with contractors, inspectors, and agency representatives.
He is recognized for his practical understanding of field operations, specification compliance, and the critical role quality plays in successful project delivery.

Where laboratory accreditations are required, testing services are performed through partnering accredited laboratories operating under the appropriate AASHTO, ASTM, CMEC, USACE, and project-specific standards.
